Job Description

GENERAL INFORMATION

The Director of Housing and Outreach Programs shall be employed by Matt Talbot Kitchen & Outreach (MTKO), a faith based hunger relief and outreach program serving the working poor and homeless of Lincoln, NE.  This position reports to the Executive Director.

GENERAL FUNCTIONS

The Director of Housing and Outreach Programs is responsible for planning, directing, coordinating, evaluating, supervising and managing outreach and housing programs.  The position provides supervision of housing and outreach staff by providing oversight of the day-to-day outreach and housing programmatic operations at MTKO.  This includes guest disturbances, staffing capacity, and recommendations for planning purposes.  The position implements management responsibilities in accordance with the organization’s policies and applicable laws.  These responsibilities include but are not limited to, interviewing, hiring, and training employees, planning, assigning, directing work and appraising performance.  Said individual must represent Matt Talbot at community meetings, train and update staff on relevant changes including coordinated entry, HUD guidelines, and the local Continuum of Care.  This is a salaried exempt position.

Essential Duties and Responsibilities

 

  • Provide supervision to outreach and housing team
  • Ensure staff, volunteers and interns employ best practices working with guests who have experienced homelessness, housing instability and trauma.
  • Assist with the development of programming and program outcomes and ensure that staff understands and reports data in a timely manner.
  • Responsible for ensuring staffing for the day-time outreach center.
  • Assist with developing program budget and follow and track budget for Housing Program.
  • Responsible for HMIS and in-house database oversight, training and reporting for Housing and Outreach staff and tracking of any other program usage.
  • Onboarding of new staff and interns including community outreach and ongoing supervision.
  • Administer First HOPE housing program and the Landlord Liaison Project in a cost effective manner, while fulfilling the quality standards and requirements of funding sources.
  • Develop, monitor and adapt current programs and propose new programs to meet emerging community needs.
  • Keep informed and implement best practices in the homeless service field.
  • Develop and maintain partnerships with community stakeholders and with other agencies and organizations toward ensuring housing needs are being met.
  • Work with management to ensure that actionable and measurable programmatic data is gathered to be used to quantify agency activities.
  • Model and encourage direct, professional communication among staff members and facilitate the development of a positive, culturally competent workplace.
  • Responsible for professional development opportunities for housing and outreach staff.
  • Demonstrate awareness and sensitivity in the delivery of client services as it relates to the cultural and socioeconomic characteristics of the populations served.
  • Facilitate team meetings and schedule guest speakers as needed.
  • Carry a case management caseload when over-capacity, or in the absence of a housing staff member or hiring transition on the housing team.
  • Perform any other duties assigned by the Executive Director

SUPERVISORY RESPONSIBILITIES:

This position supervises: 7 full time staff members representing housing and outreach programs.

Education and/or Experience:

LCSW/MSW/BSW/BS or equivalent experience and education preferred. A minimum of 3 years of management/supervisory experience. Knowledge of homelessness. Previous case management experience and demonstrated ability to work with diverse populations is preferred.  Excellent organizational and prioritization skills. Knowledge of community resources including Homeless Service Provider Network. Valid Nebraska driver’s license with access to a personal vehicle with current insurance that can be used for agency business.
