Job Description

The Residential Director (RD) will lead and manage the residential facilities (RF) and is responsible for the direction, coordination, and evaluation of the processes, employees and ensure alignment with the organizational goals and objectives. The RD will be a strategic partner of the management team and provide a positive culture, environment, and teamwork throughout the department and/or agency. The RD will provide direction and leadership with responsibilities including, but not limited to, client care/safety, interviewing, hiring, and training, talent management, conflict resolution, work activities/flow, planning, efficiency activities and profitability of the STR.
Roles and Responsibilities


Service Provision and Coordination

• The RD will provide direction to optimize the resources of the residential programs to ensure all essential services are being administered by the agencies’ policies and procedures and by the Department of Health and Human Services’ and Medical Service definition of Short Term/Long Term Residential (Co-Occurring Diagnosis Capable)- Level 3.5. The RD will ensure the service expectations are being implemented as per the expectations of the agency.
• Provide knowledge of the service definition to the department and ensures the care/case plan /assessment, evaluations, treatment/recovery plan, goals, interventions and/or medical necessity activities are being performed satisfactorily and the expectations of the policies and procedures are being executed throughout the residential programs. This includes integrated treatment approaches for clients with a dual diagnosis. The RD may assist in group meetings, individual sessions and/or provide treatment plans to clients, as applicable.
• The RD ensures client care/safety is administered throughout the residentials including the ligature risks are minimized through the Joint Commission and/or the agencies policies and procedures. Ensure the therapeutic and treatment planning of the clients are adequate to the standards of the Joint Commission and BHS. The includes review of all applicable regulatory regulations (JCAHO, Medicaid, HHS, HIPAA and/or other entities/regulations) to ensure compliance and foster a culture of “best practices.” Ensures clients on the waiting list are provided with interim services at BHS and/or other behavioral health agencies.
• The RD ensures necessary documentation are being finalized as per the definition of regulatory/agency requirements, including but not limited to, intakes, assessments, evaluations, treatment planning (interventions, goals, outcomes, etc.) case management, referrals, reports and records, and consultation. The RD will provide monthly and weekly billing for the clients and submit the information to the business office.
• The RD reviews productivity/census of the residential and provides counseling/guidance to the providers and staff regarding productivity, profitability, and quality initiatives of the department. The RD will analyze the effectiveness of various referrals and provide a budget plan for the necessary resources to meet the profitability goals. Reviews and submits program statistical/performance date to appropriate agencies and management, as required.
• The RD must train and determine competency level of the Electronic Health Record system, Credible. This includes the residential program is maximizing the utilization of the software. The RD needs to have an intermediate/higher level of knowledge on the reporting section of Credible and create/implement reports for checks and balances and determining effectiveness of the residential.

Strategic Planning and Leadership


• The RD will review and evaluate processes, procedures, and services of the department to ensure that are aligned with department/agencies’ goals, objectives, metrics, and profitability. This includes reviewing financial statements, metrics, industry standards, benchmarking and/or other evaluation tools to complement the strategic plan of the agency.
• The RD will evaluate existing services/treatment strategy and recommend additional planning/services by providing SWOT analysis and/or other evaluation tools to be incorporated in the strategic plan while meeting the long-term profitability goals and objectives of the agency. Assist in the budgeting processes and provides inputs regarding referral sources and different business models that affect profitability. The RD will perform cost/benefit analysis on utilization of resources including the appropriate amount of personnel to achieve profitability and/or opportunities for program/services development.
• The RD provides coaching/counseling to employees and assists in providing a talent gap analysis of the employees. Based upon the analysis, the RD will provide the appropriate resources and/or training to meet the goals and objectives of the employee and organization. As appropriate, the RD will handle conflict resolution within the department and/or throughout the agency as needed.
• The RD will develop relationships outside and inside of the agency to assist in the marketing of BHS and to the residential’s target market, as applicable. This includes working with law enforcement agencies and/or local and regional leaders. The RD assists in writing proposals and develops additional services for clients in residential.
• The RD will provide a positive culture within the department and throughout the agency by being an effective member of the management team. This includes in participation in management meetings and provide feedback and/or solutions for the department/agency.
Other Requirements
• Must be at least 21 years of age.
• Willing to obtain a flu shot annually (except for those allergic to the vaccine or who have a religious exception).
• If in substance abuse recovery, a minimum of two years continuous sobriety/” clean time” is required and maintained throughout employment.
• Successful completion of background checks/references including a valid driver’s license. The driving record must be in accordance with agency’s guidelines.
Education, Licenses and/or Experience
Bachelor’s Degree in Human Services or similar field preferred. Individuals that will be considered can have the following license: APRN, RN, LMHP, PLMHP, LIMHP, LADC, Licensed Psychologist, and Provisionally Licensed Psychologist.

• Appropriate knowledge of the Division of Behavioral Health, Probation, and Medicaid regulations. Knowledge of signs and symptoms of substance abuse and dependence and appropriate treatment standards. Knowledge of the signs & symptoms of mental disorders and/or substance use disorders as defined in the DSM-5 to ensure case coordination occurs for clients with dual diagnoses and human service definition as per HHS/Medicaid.
• The RD must have knowledge on the policies and procedures of the agency including the programming, administrative(insurance/authorizations), Medical Management, and Joint Commission regulations. This includes reviewing the policies and procedures and making recommendations on best practices to meet the goals and objectives of the residential program. RD needs to understand human resource policies and procedures including the agency’s benefits.
• The RD must have the ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. The RD must have strong written communication with ability to articulate in writing their thoughts, opinions, and facts with the objective of influencing others and/or implementing an effective communication strategy. This includes writing reports, business correspondences, and procedure manuals.
• The RD must have strong oral communication skills with the ability to influence others through developing relationships, providing facts/logic, and understand situational awareness to provide a win-win scenario during the communication process. The RD must understand the importance of recruiting and retaining referrals sources.
• The RD must have strong critical thinking skills, understand the importance of unintended consequences, and evaluate decisions based upon the best long-term outcome of the situation. The RD must demonstrate adaptability, demonstrate discrete and ethical behavior, and have teambuilding skills including relationship building.
• The RD must have knowledge in the Electronic Health Record system and ensures personnel are trained and/or competent in the system while maximizing the utilization rate of Credible.
• The RD must understand and have knowledge in strategic leadership and human capital development including the ability to influence others by having difficult conversations with positivity and instill a positive culture within the department and agency. Understand the importance of retaining personnel and determine necessary recommendations to increase retention rate.
• The RD must have the ability to review and identify effective processes and practices and identify potential obstacles for departmental and/or employee growth. This includes understanding how variables control and affect the process/practices within your department and collaborating with the other residential facilities. The RD must understand root cause analysis/corrective action when reviewing processes/situations.
• The RD must have an understanding and knowledge of financial statements, such as income statements, balance sheets and/or metrics that determine the effectiveness of the department and agency. This understanding includes indirect/direct costing methods.
