Behavioral Health Clinical Manager

Exempt Hour's negotiable, 8/hour days or 10/hour days, some evenings may be included.

Reports to: Chief Executive Officer                

 Areas of ResponsibilityThe Behavioral Health Clinical Manager provides oversight, coordination, and evaluation of daily behavioral health operations and staffing to support service delivery and care coordination. This includes the intensive outpatient and substance use continuum and mental health counselors in a manner consistent with managed care, state, federal funding, and regulatory guidelines. Ensures quality behavioral health care services and staff development. Works closely with the other disciplines in integrating behavioral health into primary care.

Supervisory Responsibilities: Directly supervises the behavioral health providers per the organizational chart. 

Primary Duties:

  1. Responsible for the management and overall quality and effectiveness of the department. 
  2. Works with the CEO and other clinical leadership in the planning, implementation, and on-going evaluation of the quality and effectiveness of patient care and support services. 
  3. Assists in the development and implementation of behavioral health policies and procedures to ensure compliance with current standards of practice.
  4. Serves as a member of the FQHC Leadership Team and participates in relevant management team meetings.
  5. Attends and participates in a variety of inter and intra-agency meetings, state conferences/workshops, and other professional exchanges to represent the program. 
  6. Serves as a liaison between the department, its partners, and other community agencies/organizations to ensure patients receive the care they need.  
  7. Participates in the review and determination of behavioral health clinic scope of service.
  8. Participates in and assists with development and implementation of the behavioral health Quality Assurance program. Participates in formal quality assurance/review program with management team.
  9. Provide shared oversight of students, interns as needed.
  10. Participates in board meetings as requested.
  11. Participates in meetings with primary care staff for patient case reviews.
  12. Participates in management of mental health and substance use disorder grants.
  13. Maintains community relationships.
  14. Diagnoses and provides treatment to individuals with mental disorders and psychosocial problems.
  15. Assesses and plans for the social requirements of individuals through consultative contacts in individual or group sessions.
  16. Assists primary health care providers in evaluation for medical non-compliance and support of patients with chronic pain prior and during treatment.
  17. Works with primary care team to treat and manage patients with chronic emotional and/or health problems efficiently and effectively.
  18. Works with primary care providers to refer patients to other health care specialists as appropriate.
  19. Assists in the detection of "at risk" patients and development of plans to prevent further psychological or physical deterioration.
  20. Provides staff education and training.
  21. Provides brief, same-day consultation (15-30 minute visits)
  22. Provides crisis intervention as needed
  23. Conducts psychosocial assessments and traditional psychotherapy (e.g., 45-minute visit), as needed
  24. Uses behavioral health screening tools for patient care e.g., PHQ-9, GAD-7
  25. Develops treatment plans.
  26. Writes and maintains progress notes for all encounters following policy timeline.
  27. Conducts appropriate discharge of patients.
  28. Makes appropriate referrals for patients, including psychiatric (within or outside of agency)
  29. Provides traditional individual, family and group psychotherapy services, as needed.
  30. Performs case management duties as necessary.
  31. Participates in case staffing and administrative meetings.
  32. Participates in clinical supervision of PLMHPs, Medicaid oversight of LMHPs cases, and seeks peer consultation as needed. Review Medicaid treatment plans quarterly for LMHPs with Medicaid clients.
  33. Abides by agency’s policies and procedures.
  34. Maintain strict confidentiality of all Community Action Health Center matters;

Knowledge:

  • Behavioral medicine and evidence-based treatments for medical and mental health conditions;
  • Screening and diagnostic tools;
  • Substance abuse counseling and treatment planning
  • Techniques in interviewing, screening, assessing and counseling clients with mental health disorders;
  • Mental health crisis identification, diagnosis and management;
  • Client confidentiality and the ethical and legal requirements of the profession;
  • Community resources and organizations.

 

Skills & Abilities:

  • Assess clients and create appropriate treatment plans or referrals;
  • Provide effective counseling and case management in a primary care setting;
  • Work effectively in a team, interfacing with patients, primary care providers, education staff, mental health specialists as well as with administrative and support staff.
  • Establish and maintain effective working relationships in a culturally diverse environment, particularly when dealing with sensitive issues;
  • Work effectively with diverse populations and age groups;
  • Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language;
  • Ability to effectively coordinate the duties of others in the behavioral health work unit;
  • Ability to provide in-house training to staff assigned to the behavioral health work unit;
  • Ability to work productively and motivate staff to work productively as a cohesive work unit and across the health center;
  • Ability to accurately review and evaluate the work performance of staff;
  • Ability to develop a budget and manage grants;
  • Ability to operate computer systems and related software, including word processing and spreadsheet programs.

Minimum Qualifications:

 

Grade: 12

  1. Master’s degree or higher degree in Counseling, Psychology, Social Work, or related field.
  2. Nebraska Licensed Independent Mental Health Practitioner or Licensed Independent Clinical Social Worker required with Licensed Alcohol and Drug counselor license preferred.
  3. Minimum of 3 years previous counseling experience with strong clinical skills with adults, children, and adolescents; Experience in the medical field or within an integrated primary care setting, working with behavioral health issues preferred; Experience with families, groups, and patients from diverse cultural, ethnic and socio-economic backgrounds.
  4. Microsoft Office and Internet-based navigation computer experience in a work setting.
  5. Proficient in verbal communication and in maintaining written documentation.
  6. Age 21 or older.
  7. Valid driver’s license with good driving record and insured vehicle available at all times.

 

Grade: 13

  1. Meet the minimum qualifications above;
  2. 5 years’ experience in a nonprofit, federally qualified health center, or other related organization.


Grade: 14

  1. Meet the minimum qualifications above;
  2. 10 years’ experience in a nonprofit, federally qualified health center, or other related organization.
